Laguna Beach is the coast straight out from my office, over Laguna Canyon or down the 73. It is an older town with its own school district, not a planned village of matching houses.

A town that was not built on a tract map
Laguna Beach grew along Pacific Coast Highway and up the canyons, not as a single master plan. Downtown and Main Beach are the public middle. North Laguna, South Laguna, Arch Beach Heights, Top of the World, Bluebird Canyon, and the coves such as Woods Cove and Victoria Beach are different walks and different driveways. Three Arch Bay is a gated community in the south end. I name them so you do not shop “Laguna” as if it were one street.
Laguna Canyon Road, which is Highway 133, is the inland drive I use toward the 405 and the 73. From Verdugo Drive that canyon is a normal trip, not an expedition, and it is still a canyon: one road, weather, and weekend traffic when the festivals are on. The Festival of Arts and the Pageant of the Masters are real summer events. They are not a reason to pay more for a house in December, and they do fill the town when they are running.
The school district is Laguna Beach Unified, a small district of its own. Laguna Beach High School is in town. That is a different system from Saddleback Valley, which covers Laguna Hills, and from Capistrano Unified, which covers most of Aliso Viejo and Laguna Niguel. If you are moving from one of those cities for the campus, say so out loud and then confirm the address is actually in this district. I will not quote a score.
Beaches and Heisler Park are the public outdoors. The housing is cottages, canyon houses, and larger homes on slopes, a lot of it older than the planned cities around it. Parking is part of the house. A garage that fits a modern car, a permit space, or a cliff of a driveway will matter every single day you live there.
Look at the hill before the kitchen
Bluebird Canyon has a documented landslide history. I am not predicting the next one, and I am not going to score a street for you. I am telling you that geology, drainage, and older foundations are ordinary due diligence in the canyon neighborhoods, not an insult to the town. Get an inspector who has worked on these houses. Ask your insurer about hillside and older-home coverage before you waive anything.
Coastal permits, additions, and short-term rentals are city questions, and the rules move. I will not quote an ordinance number that might be stale by the time you read this. If a guest rental is part of why the house “works,” read the current city rules before you write. A view is already in the comps when the sold houses had the same view. You do not get a second prize for noticing the ocean.
The offer itself is still the work on the buyers page: comps that a buyer would accept, and a price you can defend. In this city the comp has to respect the micro-neighborhood. Top of the World is not South Laguna. I will not average them.
Disclose the house you have
Buyers who shop Laguna Beach are particular, and there are fewer of them than in a freeway tract. Condition, parking, and disclosures do more than a slogan. If a prior slide, a seawall, an unpermitted deck, or a septic question belongs to the property, it belongs in the file early. I would rather you tell me than have the buyer’s inspector become the author of the story.
Prep is often about systems and honesty, not about making a 1920s cottage look like a new Irvine townhome. Paint helps. Pretending the hill is flat does not. Pricing stays in Laguna Beach. A Newport Beach sale is a different town. The marketing list I use is on the sellers page.
Expensive carries, slow permits
Coastal flips die when the house was never actually cheap, or when the remodel ignores what the buyer will compare it with. Laguna Beach adds permits, parking, and hillside engineering. A cosmetic budget on a house that needs a foundation conversation is how a year disappears.
Short-term rentals are regulated. Do not underwrite nightly income from a list you read online, including any old ranking of rental markets. Read the city. An ADU on a tiny lot with a parking problem is a permit project, sometimes a coastal one, not a backyard cottage you frame on a weekend. If the pro forma needs that unit, it needs an answer from the city first.
I will look at a specific property with you. I will not call the city a yield. The framework is the investors page. The hill is the site visit.
Questions I get about Laguna Beach
Is Laguna Beach in the same school district as Laguna Hills?
No. Laguna Beach has its own district, Laguna Beach Unified. Laguna Hills is Saddleback Valley Unified. Confirm the address if you are near a city line. The names confuse people and the districts do not.
How do I get there from your office?
Laguna Canyon Road or the 73 toll road. Both are ordinary drives from Laguna Hills and neither is a secret commute hack. Weekend traffic in summer is real.
Can I do short-term rentals?
The city regulates them, and the rules change. Read the current ordinance and any association rules before you count on nightly rent. I will not quote a permit quota from memory.
Are the houses mostly new?
No. A lot of the housing is older than the planned cities around it. That is the charm and the inspection list: plumbing, electrical, drainage, foundations, and permits for whatever was added later.
